    Hello Clubs or Associations

    Thank you for taking the time to complete this survey, which will help to inform the development of Council’s draft Community and Recreation Facility Framework.

    This survey is for those clubs and associations who own their own facilities. If you do not own your own facilities please use this survey instead SURVEY.

    You may recall Council developed a new Sport and Recreation Strategy in 2016.  The document acknowledged there exists significant room for improvement in relation to community, sport and recreation asset provision and management in the region.  The strategy recommended an equitable and sustainable position that encourages a new way of working with clubs be developed.


    We recognise that Council’s current processes do not always make it easy for clubs and associations to work with us. As many of you would already be aware, one of our improvement initiatives  is the development of a ‘Community and Recreation Facility Framework’ document that builds upon findings from our Sport and Recreation Strategy.

    The goal of this Framework is to  facilitate a new way of working that supports transparency, accountability and sustainability for clubs, associations and Council into the future; and also ensures that we are providing a good – and appropriate - standard of facility for the community.


    What will the Framework achieve?

    Informed by your insights, we anticipate this Framework will:

    • Make it easy for clubs on Council owned land and in Council owned facilities to understand their obligations and responsibilities
    • Help Council allocate our available resources with equity
    • Assist Council to determine priorities for maintenance and upgrade
    • Define processes for clubs and associations to work with Council, apply for grant funding, and upgrade their facility
    • Outline Council’s approach to facility upgrades and developments
    • Reduce WHS obligations and risks to clubs  and associations who use a Council owned facility
    • Provide a upgrade program for Council owned assets
    • Provide a maintenance program for Council owned assets
    • Ensure that facilities on land owned by the community are of an appropriate standard for community use
    • Allocate Council resources to facilities on land owned by the community with equity
    • Provide a better standard of facilities for our community throughout the Adelaide Hills Council region
    • Improve general community access to sport sites (eg. courts and ovals)

    What are we asking you do to?

    We are looking for your knowledge and expertise about your sport, group, community, facility or association to help develop the draft ‘Community and Recreation Facility Framework’. We’re requesting you complete this survey on behalf of your club or association.


    Did you know?

    A variety of arrangements exist between Local Government and clubs and associations based in their region.  Some clubs and associations pay a market value rent rate when located on Council land, with Council assuming responsibility for maintenance obligations; others pay less than market value rent, and undertake some maintenance obligations themselves.  Some sites are owned and operated entirely by  clubs and associations themselves with no input from Council.  


    When answering these survey questions, please think about:

    • Whether your club/ association has the capacity – or preference – to do more in future (or less)?
    • What your club/ association think Council resources are best spent on? 
    • If Council were to assume responsibility for buildings on Council land, or other site maintenance in the future, what do you consider to be a fair contribution towards the costs associated with these works?
