Balhannah Intersection Upgrades

They are delivering important productivity and road safety upgrades at two junctions in Balhannah:
- The intersection of Onkaparinga Valley Road, Nairne Road and Junction Road
- The intersection of Junction Road and Jones Road in Balhannah
DIT have now finalised their designs which were informed by community insights, site surveys, and environmental and heritage assessments. This update provides more information on both upgrades, including details about our upcoming information sessions.
Intersection of Onkaparinga Valley Road, Nairne Road and Junction Road, Balhannah
DIT will be constructing a single-lane roundabout at the Onkaparinga Valley Road, Nairne Road, and Junction Road intersection to improve safety at this location.
Key treatments
The construction of a new roundabout will improve safety and traffic movements throughout the intersection. Key treatments include:
- new roundabout featuring a mountable kerb to facilitate heavy vehicle movements
- construction of pedestrian refuges and access ramps
- upgraded lighting
- new line marking
- new asphalt, kerb and guttering
- upgraded shared use paths
To safely accommodate a pedestrian access and refuge, on-street parking near the roundabout on the north eastern side of Onkaparinga Valley Road will be reduced to a single parking space.
Early works are currently underway at the intersection with major construction expected to commence in July 2025. Advance notice will be provided.
Junction of Junction Road, Jones Road, and the rail crossing, Balhannah.
The junction of Junction Road and Jones Road in Balhannah has also been identified as a priority location for targeted safety upgrades. This will include the installation of updated signage and new line marking, as well as improving manoeuvrability at the junction by widening the existing shoulder.
Early works will commence in June 2025 with construction expected to commence from July 2025. Advance notice will be provided.

Questions about these projects? DIT are hosting two community information sessions in Balhannah and invite you to come and meet the project team, view the final concept designs and ask any questions you may have about these projects or the Adelaide Hills Productivity and Road Safety Package.
These sessions will be held at the Balhannah Soldier’s Memorial Hall, 91 Onkaparinga Valley Road, Balhannah on:
- Thursday, 12 June 2025, 5pm to 7pm
- Saturday, 14 June 2025, 11am to 1pm

What's happening?
They will be undertaking engineering survey works on Main Street, Crafers. Work will involve geotechnical drilling and service investigations at various locations along the road footpath.
When is it happening?
Between 7am to 5pm on Wednesday 11 June 2025
How this might affect you
To safely carry out these works, there will be changes to traffic conditions. Speed restrictions will be in place on Main Street during working hours. Some noise disturbance can be expected at times while these works are completed, however the work will be managed to minimise disturbance to nearby residents and businesses as much as practically possible.

Where: Basket Range Road, Basket Range, between Lobethal Road and Ranns Road North.What's happening: The project involves construction of sealed shoulders, as well as installation of new signage and guideposts.
When: The project will commence on Tuesday 18 March and is expected to be complete by the end of the week (weather permitting).
How this affects you: This section of Basket Range Road will be closed during work hours (7am – 5pm, Mon-Fri), with a detour in place via Range Road / Lobethal Road.
The road will be made safe and re-opened after hours and on weekends, with reduced speed limits in place.
Local residents and the Basket Range quarry have been informed of the works and will still have access to their properties.

The Amy Gillett Bikeway extension follows the old rail corridor and will pass over this bridge. The bridge has non-structural defects on several components that require repair prior to the bikeway being constructed over the top. The repair works will involve concrete patching and crack repairs and the application of protective coatings.
When: From Monday 3 March to Friday 4 April 2025, a full road closure will be in place during work hours. A single lane closure with stop/slow traffic control, will operate until mid-April 2025 while final bridge works are being completed.
Where: The section of Burfords Hill Road immediately adjacent the bridge will be closed.
Hours of work: Monday to Friday 7am – 5pm, the road will be made safe and opened after hours and on weekends.
Detour: via Angas Creek / Mueller Roads.

Fox Creek Rd, Cudlee Creek linkThe section of Fox Creek Road shown on the map, from the corner of Cudlee Creek Rd, will be closed during work hours (7am – 5pm Mon-Fri), with a detour in place via Cudlee Creek / Lobethal Roads.
The project will resume on Monday 28 April 2025 and is expected to take three weeks to complete, weather permitting.
The road will be made safe and opened after hours and on weekends, with reduced speed limits in place. A road closure is essential to safeguard both the public and the work crew, given the specialized heavy construction machinery in use and the narrow, winding nature of the road corridor.
Access to the Fox Creek Bike Park lower carpark will be maintained at all times (from the south).
Council is undertaking the project to upgrade a 700m section of Fox Creek Road, Cudlee Creek, south of the intersection with Cudlee Creek Road. The road pavement in this section has deterioated and requires reconstruction. The road will be upgraded with a cementitious stabilised base course and a sprayed seal wearing course, with improved drainage to prolong the lifespan of the new pavement.

When: Saturday 8 February 2025, weather permitting.
If the testing of the new safety equipment at the Heysen ]Tunnels needs to be postponed, it will be rescheduled for Saturday 15 February 2025. Work hours and detours will remain the same as mentioned in this notice.
Hours of work: 7pm to 6am
Where: South Eastern Freeway, Adelaide-bound and Crafers-bound Heysen Tunnels and approaches
What's happening: DIT recently installed new safety equipment in and on the approaches to the Heysen Tunnels. They are continuing to test the equipment, including related roadway signage, to ensure all systems operate correctly.
You may notice some smoke coming from the tunnels during the testing process. This smoke is non-toxic, and there is no risk to public safety.
How this affects you: To reduce disruptions for drivers, we'll do the testing at night. The traffic changes are as follows:
Adelaide-bound traffic
7pm to 9pm
• Initial speed and lane restrictions for Adelaide-bound traffic.
9pm to 6am
• All road users, including emergency services and heavy vehicles, will detour via Mount Barker Road (Eagle on the Hill).
Crafers-bound traffic
8pm to 9.30pm
• Initial speed and lane restrictions for Crafers-bound traffic.
9.30pm to 6am
• Heavy vehicles can use the South Eastern Freeway but will need to wait for the freeway to reopen after short intermittent closures in the vicinity of the Heysen Tunnels. Each closure will extend for approximately 15 minutes.
• All other road users, including emergency services, will detour via Mount Barker Road (Eagle on the Hill).
Speed and lane restrictions will be in place. Please plan ahead, allow extra travel time and follow the detour signs and direction of traffic management staff. We’ll have temporary electronic signs in place to direct road users when the permanent electronic signs are being tested.
Although delays may occur, there will be no change to public transport services.
Safety ramps are available on Mount Barker Road (Eagle on the Hill) and the South Eastern Freeway (safety ramp between Heysen Tunnels and Tollgate).
In the event of a bushfire, other emergency, or on catastrophic fire days, all lanes will be open in both tunnels and posted speed limits will be reinstated for both carriageways.

What's happening
The Department for Infrastructure and Trasport (DIT) are constructing a roundabout at this location to improve safety.
In preparation for construction works commencing mid 2025, DIT are undertaking early works, including site investigations, surveys and services relocations at the intersection of Onkaparinga Valley Road, Junction Road and Nairne Road in Balhannah.
How this affects you
To keep everyone safe there will be speed and lane restrictions in place on and in the vicinity of the intersection while early works are underway. Please plan your trips, be cautious around workers, and observe onsite signage.
Access to businesses and surrounding properties will be maintained.
Temporary pedestrian detours may be in place during works, onsite signage will guide you to alternate routes. Minor noise disturbances can be expected while works are being undertaken, but we will minimise any disturbance to residents as much as possible.
Services relocations will include Telstra, SA Water, SA Power Networks and NBN. Service providers will contact customers directly if any service disruptions are expected.

Montacute Road Bridge Reconstruction Project

Work will start this Monday, 13 January, and is expected to continue until early March. The bridge will remain open during this period, but various speed and lane restrictions will be in place. Please plan your travel accordingly and allow extra time for potential delays.
Project Details:
Civil Services is undertaking a project to reconstruct the Montacute Road bridge over Fifth Creek, Montacute. The existing bridge is in poor condition and requires replacement to ensure safety and functionality.
The project will involve constructing a new road bridge with a cast in-situ reinforced concrete base slab, arch culvert, wing walls, headwalls, and a structural bridge barrier. To minimise disruptions, the new bridge will be built underneath the existing structure, allowing Montacute Road to remain operational throughout the construction period.
Work is scheduled to begin on Monday, 13 January, and is expected to be completed by early March, weather permitting. During this time, there will be speed and lane restrictions on Montacute Road, with a single lane closure when necessary. The contractor will coordinate the work to manage traffic movements effectively.
Residents in the immediate area will receive a letter with the contractor's contact details for any inquiries.
Asset Location: Approximately 780 Montacute Road, near the intersection with Smiths Gully Road.

Hours of work: 7pm to 6am (each night).
Where: South Eastern Freeway, Adelaide-bound and Crafers-bound Heysen Tunnels and approaches.
How this affects you: To minimise impacts to road users, DIT will undertake the testing at night, and there will be some changes to traffic conditions during this process.
Some nights, they will need to close one tunnel for testing. Traffic in both directions will use the other tunnel with a contraflow arrangement in place.
Other nights, they will need to close one or both tunnels and their approaches and divert traffic via Mount Barker Road. Please read below for planned traffic arrangements during this time.
Adelaide-bound traffic
7pm to 9pm: Initial speed and lane restrictions for Adelaide-bound traffic.
9pm to 6am: All road users, including emergency services and heavy vehicles, will need to detour via Mount Barker Road.
Crafers-bound traffic
7pm to 11pm: Initial speed and lane restrictions for Crafers-bound traffic.
11pm to 6am: Heavy vehicles will be able to use the South Eastern Freeway but will need to wait for the freeway to reopen after short intermittent closures in the vicinity of the Heysen Tunnels. Each closure will extend for approximately 15 minutes.
All other road users, including emergency services, will need to detour via Mount Barker Road.
DIT will notify road users about upcoming detours via onsite messaging boards.

The Heathfield water tanks ensure the reliable supply of potable water to SA Water customers in Heathfield and surrounding Adelaide Hills suburbs. To protect this critical infrastructure, SA Water will soon install security fencing along the boundary of the tank site.
Why we are doing it It is our priority to ensure our infrastructure is properly secured to continue delivering safe, healthy drinking water to the community and provide a safe work environment to our employees. This project will also protect our infrastructure from potential bush fire risks, by establishing a fuel break (approximately 5 meters wide) inside our boundary within the clearance zone required to construct the fence. Clearance will be undertaken in accordance with the Native Vegetation Act and SA Water’s standard operating procedures. Importantly, mature trees will be retained through careful alignment of the new fence to minimise impacts.
When is it happening Vegetation clearance along the boundary is due to commence mid-November 2024, followed by construction of the fence. We expect these works to take approximately 4 weeks to complete. Works will typically be undertaken Monday to Friday from 7am to 5pm.
