F H Todd – Memorial Garden & Ash Wednesday Memorial

Council would like to develop a landscaped garden and Ash Wednesday Memorial on a reserve in the Bridgewater area. This is with respect to the wishes of the late Mr F H Todd, who donated land for the memorial that is not suitable for this purpose.
Background
Mr Francis H Todd donated a parcel of land on the corner of Mt Barker Road and Second Avenue, Bridgewater in 1983. The site was the former residence of Mr Todd, which was destroyed in the Ash Wednesday bush fires of 1983.
A condition of the gifting of the land to the then District Council of Stirling was that a landscaped garden be established for the benefit of the community and a memorial be erected to the Ash Wednesday Bush-fires of 1983. A trust exists over the land for this purpose.
Due to the financial implications of the 1983 fire on the District Council of Stirling, the garden and memorial were not established and the land was left vacant.
In 1992, in consultation with the son of the late Mr Todd, a retirement village was established on the land and named the F H Todd Cottages in recognition of the donation of the land from the late Mr Todd. As the land has been developed, the establishment of a landscaped garden and a memorial is no longer feasible.
The Proposal
Council is now seeking to identify an alternative location in the Bridgewater area, to develop a landscaped garden and memorial.
Potential sites
The Council owns a number of reserves in the Bridgewater area that may be suitable for this purpose. Council would like to select an existing park or reserve and create a community space that can be utilised by all.
