Background

Representation reviews are a legislated requirement under Section 12(4) of the Local Government Act 1999 (the Act) and are generally undertaken every eight years. The key issues that need to be addressed during these reviews include:

  • the number of elected members of Council that are required to provide fair and adequate representation to the community;
  • the division of the Council area into wards, or alternatively the abolition of wards; and
  • if applicable, the preferred future ward structure, the level of ward representation and the name/title of any proposed future wards.

In 2024, we prepared a Representation Review Report that reflected the current position of the Council. The report set out what we believe should be carried into effect at the next Local Government elections and provided information and analysis relevant to the composition and structure of Council.

This report was shared with our community for feedback from December 2024 to January 2025. Following community feedback, the final Representation Review Report was submitted to the Electoral Commissioner.

The Electoral Commissioner has now issued a certificate that the review undertaken by Council satisfies the requirements of Section 12 of the Act and our new structure will come into effect from polling day of the next periodic Local Government election (November 2026).

The Electoral Commissioner has issued a certificate that the review undertaken by Council satisfies the requirements of Section 12 of the Act.

The following arrangements will therefore take effect from polling day of the next periodic Local Government election (November 2026):

  • The principal member of Council continues to be a Mayor, elected by the electors for the area.
  • The Council elected body comprise a Mayor and twelve councillors.
  • The Council area be divided into three wards
  • The wards be identified as South Ward, Central Ward and North Ward, with each ward being represented by four Councillors.

The current ward structure will stay in effect until the 2026 until polling day of the next periodic Local Government election (November 2026).
