Working together for a more fair, equitable and rigorous method of supporting and enhancing both council and community owned sporting facilities and community halls.

December 2022 Update: Community and Recreation Facilities Framework - Implementation Plan

From January 2023 we will be engaging with authorised key contacts and committees in preparation for the implementation of the Community and Recreation Facilities Framework (CRFF).

The CRFF has been an ongoing project delivered by council in consultation with the community. It aims to provide a more fair, equitable and rigorous method of supporting and enhancing both council and community owned sporting facilities and community halls.

With the CRFF being formally introduced from 1 July 2023, council is working through the process of meeting with each authorised key contact and committee in early 2023.

Take a read of the CRFF policy, guidelines and service levels in the Key Documents library.

January 2023 meetings

Focus of meetings will be on:

  • Review of draft Lease Agreements where facilities are council owned
  • Overview of redefined responsibilities between council and lease holder/ landowner for facility maintenance, upgrades and processes when seeking council funding for facility upgrades
  • Providing key information in relation to the Opt In/Out model for Turf Management (applicable only for venues with ovals and pitches).

The letter and frequently asked questions (FAQ) documents linked under Key Documents are provided to give an overview of the key information and timelines council will be following from January 2023. These letters were sent to the list of key contacts for sporting facilities and community halls across the council district in December 2022.

Thank you to those who have provided input and advice through the consultation and development of the CRFF.
