Proposed Pedestrian Safety Improvements Lampert Road, Crafers

Update November 2021

We are pleased to advise that Council now have an extension of time from the funding partner (Federal Government’s Local Roads and Community Infrastructure Program) for the pedestrian safety works to allow us more time to re-consider the scope of works based on the community feedback we have received. The new deadline for completion of works is now 30 June 2022.

Based on the overall community feedback, the following conclusions are being considered:

• proposed shoulder widening along Lampert Road was not highly supported.
• works along Lampert Road at this time is premature, as the construction of the proposed Mount Lofty Botanic Gardens Overflow Car park on Lampert Road is not yet a certainty and the proposed pedestrian safety improvements would be viewed as an endorsement of that car park.
• other areas of Piccadilly were raised as potentially being higher priority for pedestrian improvements.

This feedback was discussed at an executive level and Council are now investigating alternate pedestrian access and safety upgrades within Piccadilly, such as along Piccadilly Rd itself, especially in the vicinity of bus stops and other high use areas. This option is supported by Council and the funding partner.

Should the Mount Lofty Botanic Garden car park proceed, Council will monitor the impact on pedestrian movement and safety along Lampert Rd, and revisit works along Lampert Rd only should they prove warranted.

Background

Lampert Road, Crafers has been subject to ongoing parking issues which have created safety concerns for pedestrians using the Heysen Trail and accessing the Mount Lofty Botanic Gardens (MLBG). This has also caused a nuisance factor for neighbours and local residents especially at peak visitation times to the MLBG.

Adelaide Hills Council has worked in consultation with the Board of the Botanic Gardens and State Herbarium to undertake an investigation into opportunities to create safer public access along Lampert Road, Crafers.

The specific area in need of a traffic solution is the 300 metre stretch of road between a proposed new overflow car park (accessible from Lampert Road) and the lower entrance to the botanic garden.

Given the diverse visitor profile, it is important that the traffic solution is easily accessible and usable for people with wheelchairs and other mobility devices, as well as prams and picnic trolleys.

The investigation resulted in the consideration of a variety of potential treatment options including:

• Sealed road shoulder (preferred)
• Contrasting pavement threshold treatment (preferred)
• New sealed footpath (not preferred)
• New unsealed footpath (not preferred)
• Kerbing of Lampert Rd (not preferred)
• Reduced speed limit (unlikely to be supported)
• Shared zone (not recommended)

Council's budget for the proposed works is $100,000, funded through the Federal Government’s Local Roads and Community Infrastructure Program, and is inclusive of survey, design, construction and any ancillary works.

Works are proposed to be undertaken by December 2021.

Council would like to ensure the preferred options being considered will adequately address the need for safer pedestrian access as well as compliment and consider the needs of the local rural surroundings.
